Blueprint Review

Parking lot striping requirements for certificate of occupancy sign-off vary by jurisdiction across the St. Louis metro. Here is what each requires.

St. Louis County

ADA Compliance from Day One — Not Retrofitted Later

Retrofitting ADA compliance into an existing lot is significantly more expensive and disruptive than designing it in from the start. New construction projects have the advantage of a blank slate — there is no reason to defer compliance to a later phase.

The Accessible Route Requirement — Most Missed Item in New Construction

ADA §502.2 requires every accessible parking space to connect to the building entrance via an accessible route — defined as a continuous, unobstructed path with no steps, steep cross-slopes, or crossing of vehicular travel lanes without a marked crosswalk.

On new builds in the O'Fallon and Wentzville growth corridors, we frequently encounter architectural plans that locate accessible spaces at the far end of the lot, away from the building — likely to keep them from consuming prime frontage. Without a striped accessible path connecting the spaces to the entrance, the lot fails inspection even if every space dimension and stencil is perfect.

Space Count from Day One

ADA Table 208.2 space count requirements are non-negotiable for new construction. A 200-stall lot requires a minimum of 6 accessible spaces, at least 1 of which must be van-accessible. Plan these into the blueprint before asphalt is poured — adding them as an afterthought disrupts aisle flow.

Van-Accessible Signage at Correct Height

New construction inspection includes sign height verification. ADA §502.6 requires Van Accessible signs to be mounted with the bottom of the sign at 60 inches minimum above finish grade. Temporary cardboard signs or signs on short posts do not satisfy inspection — permanent post-mounted signs are required.

New Construction Striping FAQ — St. Louis

How long after new asphalt is laid can parking lot striping begin?

New asphalt must cure for a minimum of 30 days before latex acrylic striping paint can be applied. Striping too early causes the paint to bleed into the porous surface, reducing adhesion and drastically shortening line life. For thermoplastic applications, the curing window extends to 60–90 days. In St. Louis, most GCs schedule striping at the 35–45 day mark to allow for weather delays.

Is parking lot striping required before a certificate of occupancy in St. Louis County?

Yes. St. Louis County and the City of St. Louis both require parking lot striping, including ADA-compliant accessible spaces, as a condition for certificate of occupancy issuance. The final building inspection typically includes a parking lot walkthrough. Missing or non-compliant ADA stalls, absent fire lane markings, or unstenciled spaces can delay CO issuance.

Can you work directly from architectural blueprints?

Yes. We regularly receive PDF or CAD plan sets from general contractors and developers, verify the space count and ADA calculations against the approved plans, and stripe exactly to the blueprint dimensions. If we identify a discrepancy between the plan and the physical lot, we flag it before any paint is applied.

What ADA requirements apply to brand-new parking lots?

New construction must comply fully with the 2010 ADA Standards for Accessible Design from day one. This includes the correct number of accessible spaces per Table 208.2, at least 1 van-accessible space per 6 accessible spaces, 60-inch minimum access aisles, ISA symbols minimum 36 inches tall per §502.6, and an accessible route from every accessible space to the building entrance.

What happens if new construction striping fails inspection?

A failed parking inspection generates a correction notice identifying specific deficiencies. We can typically mobilize within 1–3 business days to correct deficiencies and schedule re-inspection. Most correction items are resolved in a single return visit.
